On the occasion of 63rd International Human Rights Day

We pledge to Protect the Human Rights

We demand the implementation of Universal Declaration of Human Rights

We demand to repeal Armed Forces Special Powers Act.

We demand to introduce Prevention of Communal and Targeted Violence Bill, 2011

Demand to Abolish Death Penalty and Release the Political Prisoners

Demand to stop the Encounter Killing.

Demand to Upheld Civil Rights and Human Rights respected and recognized all over the World

On the occasion of the 63rd year of Universal Declaration of Human Rights and International Human rights Day, Civil Liberties Monitoring Committee India pays its homage to all the human rights activists who sacrificed their lives by fighting for human rights. We pay tribute to all the human rights activists who are struggling for the protection of human rights and resisting the state repression by taking risk of their own lives. On this occasion we express our solidarity with all the human rights activists of this world, who are facing harassment and languishing in jails all over the world just because they question the state on the atrocities and violations.

The United Nations Commission of Human Rights declared the year 2011 on the name of human rights defenders. However, we express our deep concern that Human Rights violations is taking place under the supervision of United Nations itself and United Nations Human Rights Commission has become silent spectator. Not only common people but even human rights defenders are being attacked all over the world by the American forces in the name of NATO and by Israel as well. Thousands of innocent people including children and women and even journalists are killed by them. In our own country human rights defenders belonging to various professions such as doctors, teachers, lawyers, journalists and others are under attack. United Nations has failed to take the notice of these atrocities. This ignorance of United Nations has become the threat to its own formed United Nations Declaration of Human Rights.

On this occasion Civil Liberties Monitoring Committee express its grief and sorrow on degrading standards of Human rights at international level. We condemn American Imperialism which is the greatest threat to the humanity on this globe. The recent killing of Osama and later Gaddafi and humiliating their dead bodies and not even allowing performing the last rites of the dead bodies is the grave violation of human rights. The attack on Libya, Afghanistan, Iraq, Pakistan and killing of innocent civilians in these countries, is all nothing but “war crimes” committed by America. We believe that the American imperialism is the route cause of human rights violation and terrorism that is spreading all over the world. We condemn the Israeli Zionism that has violated all the rules and norms of human values and occupied the Palestine and made the people of Palestine refugees in their own country. They even denied them access to basic civic rights. Israeli Zionism is doing all these with the help of American Imperialism and United Nations has failed to fulfill its basic responsibility to protect the humanity. This shows that the United Nations is working under the pressure of America. Now, time has come that United Nations should liberate itself from American Imperialism in the greater interest of people of this world.

At the national level we condemn the state attitude towards the democratic rights of the people by waging the war against them in the name of ‘Fight against terrorism in the name of ‘Operation Green Hunt’. This war hysteria of Indian ruling class against its own people is the great threat to right to life with human dignity. Because of ideological differences of people with the political class, thousands of people are languishing in jails. The government is not giving them the status of political prisoners. Due to ‘Kill and get promotion’ policy of government of India (Auxiliary promotions), the common man life is in danger. It is a matter of deep concern that Indian police is killing the common people on the name of “encounter” in the name of terrorists. The impunity is on such a high scale that after the expose of the encounter killings, governments are not serious to take any action against the guilty police officers, because the Indian rulers depend upon these police officers for ruling the country. This turns India into a police state. We express our deep concern over the violation of human rights in Jammu and Kashmir and North east states and it is matter of deep concern for whole civil society that government is not respecting democratic rights of people of these regions, and wants to suppress their democratic demand by using AFSPA. We strongly condemn the death penalty awarded to Jiten Marandi, a political cultural activist from Jharkhand. We believe that it is nothing but to suppress the voice of the people raising voice against the state violence. We also condemn the silent genocide that is still underway continuing in Gujarat state and slowly spreading in different parts of the country. This is a great threat to the co-existence of multinational, multi cultural and multilingual communities of India. We believe that this is nothing but Hindutva Fascism which is a great threat to Indian Democratic and Secular fabric.

On this occasion we also condemn the brutal killing of Kishenji by giving the call of peace talks in the same way as Azad was killed. Here we want to express that the government of India is not sincere to initiate the talks with the Naxalites. Because this peace talk process can become hurdle for government of India to implement its anti-government policies as well as Operation Green Hunt against the indigenous people. We want to clear that Indian government is working under the direction of American Imperialism and World Bank policies. On this occasion we express our deep concern on deep rooted corruption in India and also concern about the corruption in the anti-corruption movement. The people who are leading this movement in the first instance should be transparent and this movement should not be used for the sake of promotion of Hindutva ideology. With the 2G Spectrum scam and Obulapuram mining scam one can understand how the Indian ruling class is misusing the resources and selling the country for the sake of wealth and depositing money in the Swiss Bank accounts. We express concern on growing communalism in India and targeting minority community in a systematic manner. Therefore, it is high time to introduce the Communal Violence Bill, 2011 and debate and pass it in the Parliament for the protection of Minorities in India.

At the state level we express our grave concern on the repression of peoples’ movement for the sake of separate Telangana state. We condemn the arrest of C. Srinivas under Preventive Detention Act (PD Act). The arrest of C.Sudhakar under the draconian law such as PD Act, reflects how the state government is implementing the 8th chapter of Srikrishna committee report to suppress the democratic demand of Telangana. We express our deep concern on destabilization of government because of which all the developmental programmes are pending and the government welfare schemes are not reaching to the common man. The Telangana region is affected due to ongoing Telangana movement and we condemn the attitude of both state and central government for not taking any decision to solve the problem. We condemn the double standard attitude of Congress and TDP which is cheating towards the people of Telangana. Even the Telangana leaders should lead the movement in honest way and keep it far from communalism. Because peoples confidence has shaken, this is the great loss for the Telangana movement. We express our great concern on wasting money on Assembly sessions without debating on public issues. Due to this attitude the parliamentary democracy is under cease. Assembly became the hostage in the hands of two major political parties just for personal gains. In this way Indian democracy is collapsing and moving towards Feudal system.

On this occasion we condemn the attacks on Muslims by the Hindu Vahini terrorists by identifying their religious identity. We express our deep concern on this that the Hyderabad police did not take any kind of serious measures and these terrorists are roaming freely in Hyderabad with impunity. These recent attacks give a signal that Hindutva terrorism has reached to highest level in Hyderabad and the Commissioner of Police Hyderabad because of his Muslim identity is unable to control the situation with the fear of losing his chair. On the contrary he is becoming rigid towards Muslim community. The example is opening of the rowdy sheet and forcing them to leave the limits of Hyderabad city. We want to make it clear that the Commissioner of Police is violating the democratic rights of Muslim organizations and their civil liberties as well. The recent incident of preventing to conduct press conference by MBT leader Mr. Amjedullah Khalid is a clear example and we strongly condemn the curbing of democratic rights of MBT leaders and arresting them. According to CP, the Muslim community can neither register their protest on the day of demolition of Babri Masjid nor can observe Black Day. Police personnel threw away the black flags on that day which is clear violation of fundamental right i.e. right to expression and protest. We are continuously speaking to revoke section 144 from Hyderabad city because the people of Hyderabad are suffering due to the continuous prohibitory orders by the state by imposing section 144 since several decades. This is nothing but silent emergency continuing in the city. The people of Hyderabad cannot move freely in their own city; this is the serious violation of their democratic rights and right to freedom and expression.

We have been successful in exposing the illegal detention, torture and torture cells in Hyderabad. We have been able to succeed in acquittal of the Hyderabadi youth who were falsely implicated as well as expose the real terrorists. However, it is a matter of great concern that after the long time, the government of AP for the namesake submitted halfhearted apology and announced the compensation and recently issued a G.O. Rt. No. 4268 Dated 3-12-2011 issued on 6-12-2011, in which the dishonesty and hypocrisy reflects. However, the National Commission for Minorities has been directing the State government for several years to follow the recommendations directed by them.

However, the state government issued the above said G.O. in which it is stated that Rs. 70 Lakhs of amount towards expenditure to be incurred in connection with confidence building measures and compensation for 20 cases affected in Makkah Masjid Blast in 2007. It is also written in the G.O. that the above expenditure to be incurred from “Administration of Macca Masjid and Shahi Masjid Public Garden”. Here we want to make it clear that the G.O. is itself confusing, unclear, unfair because in Makkah Masjid bomb blast the people who died in the blast were Muslims, who died in the subsequent police firing were Muslims and even the youth who were illegally detained and tortured were Muslims. And now the money that would be paid for compensation to the victims of police torture in connection with Makkah Masjid bomb blast is from the Makkah Masjid funds, so strange! And a big joke with the Muslim community! Straight away we question the Chief Minister of AP, Mr. Kiran Kumar Reddy, “If you are serious about this issue, why did you not sanction this amount from the Chief Ministers relief fund? Why are you not taking action against the guilty police officers responsible for torture? Why is the Advocate Ravichander report on torture not tabled in the Assembly? Why are you not implementing the directions of National Commission for Minorities? We think that you afraid of police officers, as your government is dependent on police.”

On the occasion of 63rd International Human Rights Day we pledge to protect the Human Rights and we promise the people of this world that we are always with the struggling people of this world and fight for right to life with human dignity of a common man.

On this important occasion of International Human Rights day, let us take strength from the achievements of 2011: new democratic transitions set in motion, new steps to ensure accountability for war crimes and crimes against humanity, new and ever-spreading awareness of rights themselves. Therefore, moving forward with the challenges ahead we dedicate this year to ensure the right to life with human dignity for ST, SC, BC and Muslims.

Demands:

1. We demand the implementation of Universal Declaration of Human Rights.

2. We demand American government to withdraw its troops from illegal wars and stop attacks on the people of Iraq, Afghanistan, Pakistan, Libya.

3. Demand to abolish Death Penalty and revoke the death penalty awarded to Jiten Marandi and Release the Political Prisoners.

4. We demand to introduce Prevention of Communal and Targeted Violence Bill, 2011 in the Parliament, debate and pass the bill.

5. Advocate Ravichander report on torture should be tabled in the Assembly.

6. Provide justice to the victims of Gujarat Genocide and punish the criminals under the crime against humanity.

7. ‘Operation Green-hunt’ should be stopped immediately and the life and liberty of indigenous people should be protected.

8. We demand to repeal all draconian laws such as UAPA, Armed Forces Special Powers Act (AFSPA) and PD Act.

9. Stop the fake encounter killings and investigate the fake encounter killing of Sohrabuddin in free and fair manner so that the criminals of three states should be brought under justice.

10. The criminals of Babri Masjid demolition should be punished. Rebuild the Babri Masjid at the same site.

11. The victims of Bhopal Gas tragedy should be rehabilitated and the government of India should be with the victims of this tragedy but not with the union carbide.

12. Indian army should be immediately withdrawn from Kashmir and the hopes and aspirations of the people should be honoured.

13. Life convicts those who have already completed 14 years of imprisonment, Qadeer and Ganesh should be set free immediately.

14. Punish the Hyderabad police officers who implicated Muslim youth in false cases and applied Israeli torture methods. We demand to compensate the youth and their families as well as rehabilitate them.

15. Stop violence against women and provide justice to Ayesha Meera who was brutally murdered allegedly by the political class of the state.

16. Section 144 should be immediately withdrawn from the Hyderabad city and the right to freedom of expression should be restored.

17. Stop the atrocities on Muslims, Christians, Dalits, Adivasis and women.

18. 2G Spectrum scam money and the black money that is hidden in Swiss Bank accounts should be brought back and distributed among the Sc, ST, BC and Muslims.

19. The criminals of Sikh Genocide should be punished.

20. Provide justice to the Srilankan Tamils.

21. We want civil rights upheld; we want human rights respected and recognized.

22. We demand an end to injustice.

23. We demand an end to Poverty.

24. We demand an end to disappearances.

25. Stop the torture and torture cells.

26. End the discrimination of caste, class, religion.

27. We demand that the members of parliament appointed and acting on behalf of the people shall have no other vested interest other than that of the people.

28. Stop the illegal mining and end the control on the state by the corporate sector.
